Translation of the French article by Jacques Rouchaud
In a country, who decides? As long as the answer is “mostly men”, equality will remain a promise. Demosciocracy, this new form of management, is good for every person, and it finally settles what no system has settled: equal representation of women and men, from the smallest district up to the summit of the country.
Parity is not a promise, it is the rule
Article 2.4 of the Constitution of demosciocracy is clear: women and men have equal access to responsibilities, and appointments must respect parity. The drawing of lots itself is organised in a transparent and verifiable way to guarantee it.
No one has to ask for a place. No one has to fight against a party machine. The place of women is no longer a favour: it is written into the rule.
At every level of the country
Here is what this means for France:
- The district, right next to you: this is where representation begins, by drawing lots, with parity as the rule.
- The Territory Council: 40 members, 20 women and 20 men. Across the 352 territories, that makes 14,080 representatives, that is 7,040 women and 7,040 men.
- The two Chambers in Paris, the Chamber of the People and the Chamber of Corporations: 704 members, that is 352 women and 352 men.
- The national leadership: equal access to responsibilities also applies to the team of 24 people who lead the country, under the permanent oversight of these two parity Chambers.
All women, not just a few
The drawing of lots changes everything. No more need for a party, a fortune or an address book. The farmer, the nurse, the factory worker, the shopkeeper, the teacher, the student, the retired woman can all be called upon. Those who represent women will be women who live the life of all women.
And each one keeps her job and her salary. Power is a temporary mission, not a career.
What this changes in life
When women are half of those who decide, what they live through ceases to be a secondary subject. Equal pay, safety from violence, women’s health, reconciling work and family, the pensions of those who interrupted their careers: all of this is decided and overseen on equal terms, in each territory and in the Chambers.
And these rights are the same everywhere: the territories are autonomous in their management, but fundamental rights and freedoms are identical throughout the country.
Good for every person
Men lose nothing that is just. They gain a more balanced society, where their daughters, their partners and their mothers are their equals, and where every decision benefits from all of human experience, not from half of it.
Demosciocracy puts no one in competition: neither citizens against one another, nor women against men. No one is master, no one is weak.
For every country that embraces demosciocracy
Worldwide, according to UN Women and the Inter-Parliamentary Union, women hold only 27.5% of parliamentary seats in 2026. The figures given here are those of France, but the rule applies everywhere: each country that embraces demosciocracy will adapt its territories to its population and its geography, and will keep the same principle. As many women as men where decisions are made.
Liberty — Equality — Truth.
