Translation of the French article by Jacques Rouchaud
Demosciocracy wants to give power back to the people, as close as possible to where they live. For that, there must be a simple, readable and balanced administrative organisation. Here is the mechanism proposed as a starting point.
1. The territory
The basis is the France of 95 departments resulting from the reform wanted by Georges Pompidou in 1964 and which came into force in 1968, with Corsica reunited under the number 20. Each sub-prefecture becomes a territory, numbered from its department: Ain (01) gives territories 011, 012, 013, 014, and so on. Metropolitan France thus has 320 territories of about 1,700 km² on average. Each is led by its Territory Council.

2. The district
Each territory is divided into 20 districts, formed by grouping neighbouring municipalities. The current 34,700 municipalities thus become 6,400 districts in metropolitan France. The districts do not all have the same area: they are balanced according to population, so that every citizen carries the same weight. In each district, the people designate their representatives to the Chamber of the People, and the corporations designate theirs to the Chamber of Corporations.
3. Overseas
The overseas departments and territories follow the same logic. They keep their official number (971 Guadeloupe, 972 Martinique, 973 French Guiana, 974 La Réunion, 976 Mayotte, etc.), with territories of an area comparable to those of metropolitan France:
- Polynesia forms 5 territories, one per archipelago;
- New Caledonia forms 13 territories, within the limits of its provinces;
- French Guiana is an exception: it has 5 territories divided according to its population basins. The districts there are drawn around inhabited places, and the rest, forest and rivers, will be delimited by the indigenous and local populations themselves.
In total, France would have 352 territories.

4. Youth
From the age of 14, anyone can be designated. Secondary school pupils and students join the Territory Councils.
5. The people decide
This division is only a starting point, established according to the current population. Nothing will be imposed: everything will be decided by referendum. The inhabitants of each territory and each district will be able to redraw their boundaries according to their choices. The aim is to decentralise the population, to bring rural places back to life and to allow everyone to live better where they wish.
Liberty – Equality – Truth.
