Translation of the French article by Jacques Rouchaud

What we are living through in France is not an exception. On the other side of the Alps, the same anger is rising. And what is happening in France and Italy is happening, or will happen, in every country in the world.
In Italy, the same anger
In Milan as elsewhere, the Italian autumn promises to be turbulent: protest movements are multiplying against the cost of living, fuel and housing, but also for education, and some protesters say they want to do “like in France”. In Rome, Milan and Bologna, students have pitched their tents right in the city centre to denounce the cost of living and of studying. On 16 October, marches against the government took place in Turin during a day named “No Meloni Day”. The day after a student demonstration against the high cost of living, young people clashed with the police in Milan, in Piazza San Babila. There were smashed shop windows and arrests. Italian truckers are even threatening a national blockade because of soaring energy prices.
In France, the same list
Here, the movement was born on social media against rising fuel prices, widened to the cost of living, then crystallised with the high-school demonstrations. For 17 October, more than a thousand actions were announced all over France, from firefighters to high-school students. Yellow vests, students, farmers, pensioners, carers: the demands are many, but they all say the same thing. Those who decide do not live what we live.
In every country, the same anger
These two countries are only an example. In every country, the same demands come back: the cost of living, housing, wages, pensions, studies, taxes, public services that are moving further away. Everywhere, the same cause: those who decide do not live what the peoples live. Everywhere, the same mechanism: between two elections, the citizen has no means of acting. All that is left is the street, and the street too often ends in destruction and tear gas.
The politicians, these princes of the republics, wait for the anger to explode. Then they promise, they back down or they send in the police. Then it all starts again.
Demosciocracy: anticipating instead of enduring
Demosciocracy is made for every country in the world. Each country organises itself from its base: the citizen, human activities, the district and the territory. In France, this gives 7,040 districts and 352 territories of 20 districts. Each country sets its own figures according to its population and its area, but the rule is the same everywhere. Here is how it puts solutions in place, without clashes, and above all how it avoids crises by anticipating them.
1. Anger is heard before it explodes. In each district, a representative of the people and a representative of the corporations and activities are drawn by lot, for one year, respecting parity between women and men. No one can be appointed again to the same function for twenty years. The Territory Council, 40 members, 20 from the people and 20 from the corporations, meets every week and gathers the needs, proposals and difficulties of the 20 districts. A problem with rents, fuel or schools is known within the week, not on the day of the riot.
2. Decisions are taken as close to people as possible. Each territory receives an allocation calculated according to the same rule for all, based on its population and its area, public, simple and verifiable by all. It remains master of how it is used. It organises its own security, health, education, economy, mobility and prevention. It does not wait for the capital to act.
3. Those who decide live what people live. Each Territory Council appoints from among its members a representative to the Chamber of the People and a representative to the Chamber of Corporations and Services. These two Chambers are renewed every year by the base: they never form a permanent political class. The driver, the farmer, the nurse or the student who sit there know the prices, the rents and the ends of the month.
4. Results are measured, not promised. Territories are compared on quality of life, satisfaction of the population, quality of services, efficiency of management, savings actually achieved, economic and human development, the state of infrastructure and the environment. The five best receive a bonus the following year, without taking anything away from the others. A drift shows up in the figures before it takes to the streets.
5. No one is untouchable. The national leadership, a team of 24 people, presents its programme to the people. The vote takes place in a single round, the four teams that come out on top are retained, then the two Chambers choose one of them with at least 75% of the votes. It can work for five to ten years, but remains under the permanent control of the two Chambers, which can dismiss it. The Director General of each territory is recruited for his or her skills and can be replaced at any time. A function exists only as long as it is properly carried out.
6. Information flows both ways. When a national decision causes a problem on the ground, the information immediately comes back up from the territories. The Executive presents the difficulty to the two Chambers and proposes a solution; the Chambers decide. Things are corrected before they break.
7. Less waste, less taxation. The administration is deliberately light: any useless or duplicate body can be abolished. Levies are limited to what is necessary for the missions decided together. Digital technology and artificial intelligence permanently monitor financial flows and reduce formalities for citizens and businesses. This is also a direct answer to the high cost of living.
More effective than all the princes of the republics
A politician governs thinking about the next election. Demosciocracy governs with those who live the problems, every week, in every district. It can put solutions in place without clashes and, above all, avoid crises by anticipating them. It will be more effective than all the politicians put together, these princes of the republics.
Demosciocracy asks no one to break a shop window in order to be heard. It gives everyone, in France, in Italy and in every country in the world, a real place in decision-making.
Freedom — Equality — Truth.
